COVID Crisis Rental Assistance

  1. Please be advised that a large volume of applications is expected for this service. Maricopa County is committed to providing as timely a response as possible, but please anticipate a lag in email responses and/or delay in scheduling appointments at your local CAP office. Applicants' patience and understanding is greatly appreciated.

    We expect to serve 6,000 households with our limited funding.

Maricopa County households experiencing financial hardship due to the COVID-19 Pandemic may be eligible for COVID Crisis Rental Assistance (CCRA) through the Human Services Department’s Community Services Division. Households can receive up to three (3) rental assistance payments for past due or owed rent for the months of March 2020 - December 2020. As long as there is funding available, this service will operate through mid-December 2020 and will make retroactive payments to March 2020 for eligible applicant households. 

CCRA is available to Maricopa County households living outside the cities of Mesa and Phoenix. If you live in Mesa or Phoenix, please click on the links below to learn about rental assistance programs in your area:

For residents living outside the cities of Mesa and Phoenix, assistance is provided through eleven (11) local Community Action Program (CAP) offices located throughout the County. To apply for CCRA, follow the step-by-step instructions below. 

How to Apply

Step 1 Check Eligibility

To qualify for assistance, the following criteria must be met: 

  • Applicant lives in Maricopa County, but not in the cities of Mesa and Phoenix;
  • Household is experiencing financial hardship due to the COVID-19 Pandemic; and
  • Household’s total monthly income is at or below 300% of the Federal Poverty Level.

Step 2 Gather Required Documentation 

To help establish eligibility, please collect the following documentation. You will need to submit these documents in order to receive assistance. 

Required Tenant Information

  1. Documentation demonstrating financial hardship due to COVID-19 
  2. Photo identification of applicant
  3. Lease agreement
  4. Documentation of total household income received in the 30 days prior to and including appointment date

Required Landlord Forms

In order to receive COVID Crisis Rental Assistance, your landlord must complete a Landlord Verification Form. Additionally, your landlord must either:

1. Register as a Maricopa County vendor and provide their Vendor Code in the Landlord Verification Form


2. Complete the W-9 Form

Once completed, you will submit the forms to either your local CAP office or the Human Services Department. To download a copy of each form, click on the links below. 

Please note that additional documentation may be requested by the CAP office as you may qualify for other services. 

Step 3Apply for Assistance

To apply for CCRA, you have the option to complete either an online pre-application or contact your local CAP office. 

Option 1: To complete our online pre-application, click on the button below. By completing the pre-application, your eligibility will be determined on a preliminary basis. If you are determined conditionally eligible, you will be asked to provide your contact information as well as upload supporting documents. Once submitted, your local CAP office may call or email you for next steps if an appointment becomes available. Please be sure to provide the required documentation during your appointment.

Option 2: To begin the application process, call your local CAP office using the information below. The CAP office will identify next steps, including the scheduling of a telephone or in-person appointment. All appointments are made on a first-come, first-served basis. Remember to provide the required documentation during your appointment.

How to Request Additional Assistance

If a household has received COVID Crisis Rental Assistance and is continuing to experience financial hardship due to COVID-19, the household may apply for additional assistance. Households can receive up to three (3) rental assistance payments for past due or owed rent for the months of March 2020 - December 2020.

If you would like to request additional assistance, please complete the Additional Standard Assistance Affidavit. Additionally, your landlord must fill out the Landlord Verification Form by completing Steps 1, 2, and 4. Once completed, call your local CAP office for next steps.
